Why does a fast bowler have a run up?

The bowler is not allowed to bend the elbow while bowling so he cannot make full use of the muscles of the forearm and upper arm to power the ball, as in simple throwing. 
When a bowler runs up to his mark with his arm poised for action and then comes to a sudden stop, the momentum generated during his run is transferred to the swinging arm making it rotate faster. Thus the ball is moved faster than it would have if it were bowled without the bowler running to his mark. 
Javelin throwers run before throwing the javelin for the same reason.
